Our staff

Most of CEC's senior executives are based at CEC's headquarters in Kitwe. An office in Lusaka provides the Company with a local presence when engaging with the Government of Zambia.

The management of the business is structured into key functions – operations,maintenance, commercial and business development and organisational resource,legal, compliance and quality, investor relations and finance. The profiles of the senior managers are set out below.

Hanson Sindowe
Executive Chairman

Hanson has oversight of the company’s operations, its growth strategy and stakeholder relations. He is also Chairman of the CEC Board.



Neil Croucher
Managing Director – Operations

Neil is responsible for the operations of the core business based at our Kitwe offices. Functions that report to Neil include system operations and maintenance, human resources, finance, risk management and compliance and other support functions.


Michael J Tarney
Managing Director - Corporate Development

Michael is in charge of the corporate
development process and is responsible for implementing the company’s growth
strategy as well as identifying potential growth areas in the energy sector in Zambia
and abroad.



Aaron Botha
Project Director for Kabompo
Member of the SHE committee

Aaron is responsible for the management of all technical aspects with regard to Protection and Metering, Telecommunications, System Performance, Asset Management and Emergency Power generating system to ensure reliable and continuous supply to our customers. Prior to this appointment, he headed the Projects directorates as Projects Director and was responsible for managing and implementing the company’s short term and long term capital projects. He has over 10 years of practical experience at senior management level, having been responsible for various engineering and operational requirements of the high voltage and distribution system of our power network in ZCCM and now CEC.


Aaron, a Chartered Engineer, holds a Bachelor of Engineering degree - Electrical, obtained at UNZA, a BTEC Diploma in Industrial Measurements and Control obtained at Bolton Institute of Technology, UK. He has also attended courses in Instrumentation and Electricity Pricing at Foxboro Training Centre in the UK and Stellenbosch University in South Africa respectively. He has held several Head of Department positions in the Electrotechnical department covering Metering, GTA Controls and Protection, Energy Management department, Engineering Services department, System Maintenance department and now Services and Projects department.



Humphrey Mulela
Operations Director
Member of the SHE committee

An electrical engineer by profession, Humphrey has acquired a mass of experience having held a number of senior positions in both ZCCM and CEC. Prior to being appointed Director of Operations, Humphrey headed the Organisational Resources department of CEC in a position of Organisation Resources Director. In this role he was responsible for the aligning the company resources function with corporate objectives. In the first two years of CEC’s existence, Humphrey was Chief Transmission Engineer and then Structural Development Manager. He spearheaded the business process re-engineering programme that CEC had embarked on to streamline its business and improve efficiency in our operations. From the time he joined ZCCM in 1979 to the time of privatisation, he rose through the ranks and has held various positions within the engineering function of the company.


Humphrey earned his Bachelor of Engineering degree from the University of Zambia. He has also attended various institutions of management training.



Jacob Njovu
Organisational Resources Manager

Jacob is responsible for all human resources functions and for both security and transport sections of the company. He joined CEC in 2002 after having worked for ZCCM, rising to the post of Group Industrial Relations Manager and Human Resources Manager for Ndola Lime. Jacob holds a Bachelor of Arts degree obtained from University of Zambia and a degree in Occupational Psychology from Sheffield, in UK.


Julia Chaila
Director – Legal Service/Company Secretary

Julia is the director responsible for the legal
services, company secretarial matters as well as records management.



Patson Jila
Projects Director

Patson Jila is responsible for managing and implementing the company’s short term and long term capital projects. Until recently, Patson was Technical Director and was in charge of managing all technical aspects of the CEC operations. Patson is a qualified electrical engineer and a member of the Engineering Institute of Zambia. Some of the positions he has held in the past in ZCCM and CEC include Section Engineer for Protection and Metering, Projects and Design Manager, System Performance Manager and System Maintenance Manager.


Roland Lwiindi
Commercial Director

Roland joined CEC as Business Development Manger and was later promoted to his current role in 2006. He has extensive experience in the engineering field having worked for ZCCM and Zesco. Roland is a qualified engineer and has a Bachelor of Engineering degree as well as a Post Graduate Diploma in power systems.


Silvester H Hibajene
Director – Strategy & Regulation

Silvester joined CEC in October 2009 as Director for Strategy and Regulation. In this role, Silvester is responsible for setting and implementing the strategy for new business development and advising on regulatory issues especially with regard to developments in the energy sector within Zambia and the region. He has over 25 years experience in various aspects of energy policy formulation and energy sector management having held senior positions in both Government and Quasi-governmental institutions. Prior to joining CEC, Silvester was the Chief Executive Officer at the Energy Regulation Board for six years. He also worked as Deputy Permanent Secretary in the Ministry of Energy and Water Development where he played a key role in formulation of the national energy policy among other assignments. Further, he chaired the Regional Regulators Association (RERA) for 3 years and has been a member of various other committees in the energy sector locally and in the region.


Silvester holds a Bachelor of Engineering degree obtained from the University of Zambia as well as a Master of Science degree in Energy Studies from Sussex University.
